Mr. Crook has over a quarter century of domestic and International Project Development and Acquisition experience in the area of Renewable and Sustainable Energy projects, Infrastructure Development, Money Management, Technology, and Recruitment of senior level executives in energy and finance.

For the past ten years, Dennis has assisted Windward Ventures, INTEREX Global LLC, The Global Capital Group, Synergent NA, Synergent Caribbean, Vyridian Group and numerous companies develop business relationships between US, Caribbean/Latin America, European, Middle Eastern and Chinese Companies in the areas of energy projects, infrastructure sector companies and financial services.

In 1993 he founded CME International in Boston to develop energy related projects in the USA, Canada, South America and the Middle East.  He acted in the capacity as developer, principal and advisor in a number of projects.  Clients included Caterpillar, Husky Energy (owned by Hutchison Whampoa), Tractebel, Duke Louis Dreyfus, The Scudder Trust fund for Private Power Development and MIT.  Mr. Crook has also been involved heavily in the recruitment of significant numbers of senior executives in the areas of infrastructure development, finance and healthcare for clients worldwide.

He was recruited by Whittaker Corporation from The Business Council.  Whittaker is a Los Angeles based Multi-national Corporation as their Director of New Business Development for Europe, the Middle East and Asia.  During his four years with Whittaker as their corporate executive he oversaw their Life Sciences Division, metals, chemicals and yacht operations from his bases in London and Dubai, covering the Middle East into Asia.

During his tenure with Whittaker he oversaw numerous development projects and acquisitions that ranged from advising on the building a city infrastructure in Al Ain, Abu Dhabi the United Arab Emirates that accommodated a population of 60,000 inhabitants (Al Tawam and Al Mufraq Hospitals 500 and 550 beds).  He was responsible for numerous acquisitions in manufacturing operations in Europe that fit into the blend of the Whittaker family of companies including, (Riva Boats of Italy, Bertram and Columbia Yachts of the USA, Decauville Hydraulics, of Lyon, France) to assist in the development of the Saudi Arabian Military and Defense (MODA) medical command for the entire country of Saudi Arabia.  Many other projects were overseen during his tenure that covered Europe and the Middle East, but also Indonesia, Thailand and the Philippines.

Mr. Crook has been involved with international project development as a Peace Corps volunteer in Tunisia.  He oversaw a water development project supervising a team of medical professionals for the Government of Tunisia, USAID and the World Bank.  After his tenure in Tunisia he returned to Washington D.C. to continue his master degrees while working for The Business Council as their program administrator.

Mr. Crook received his BA & BS from the University of Rhode Island and has completed advance studies in Business and Diplomacy from the American University, Washington, DC, School of Advanced International Studies (SAIS).

Dennis is fortunate to have studied and learned both the French language with fluency and acceptable Arabic.
Floyd England has over 37 years experience in small business development and banking.  Since 1972, after leaving the education field after thirteen years as a teacher and guidance counselor, Mr. England has built and owned over 20 businesses.  As an entrepreneur and businessman, these ventures have ranged from grocery stores, fast food franchises, and clothing stores, to banks, commercial properties and a movie theatre.

Mr. England has dedicated much of his life to local economic development and expansion based on tested business practices and is presently a partner in a local organic fish fertilizer distribution company.  For thirty years, he was the owner, chairman and president of Thomson State Bank in Thomson, Illinois.

During fourteen of those twenty years, he was also the owner, chairman, and president of Gateway State Bank in Clinton, Iowa. He was also Majority Shareholder and Director from 1996 -2002 in Brickyard Bancorp, Lincolnwood, Illinois.   Mr. England has three decades experienced in Real Estate, Agriculture and Commercial Loans and was responsible for oversight of Bonds and Securities Portfolios. 

In addition to his present involvement in organic fish fertilizer distribution to the Caribbean, Mr. England owns the England Music Center in Clinton, Iowa and is a business and project consultant to the Sac and Fox Indian Nation of Stroud, Oklahoma.  His ongoing work with the Sac and Fox includes development of business ventures being considered by the Nation in Illinois.

England was born in Maitland, West Virginia.  His father was a coal miner; his mother a housewife.  Mr. England moved to Illinois at the age of 16 and worked factory jobs to pay for his education.  He graduated in 1958 with a B.A. Degree from Aurora College and received a Master of Arts Degree from Roosevelt University, Chicago in 1961.

Marty Mulcahey has over 20 years of governmental and political knowledge with experience in the States of Illinois, Iowa, Wisconsin and Washington.  After graduating from Northern Illinois University in 1989, Marty joined the staff of Illinois House Speaker Michael Madigan as a member of Issues Development.  He worked with the Speaker and several key legislators on legislative development and analysis, public and media relations and constituent services.

Beginning in 1999, Marty was employed by Illinois' Secretary of State Jesse White.  For ten years, under the leadership of Secretary of State White, Marty helped usher ethics back into the Secretary of State's office.  As a Field Liaison, Marty worked with driver's license facility staff, local elected officials, schools and others to bring change to the daily operations of the office and expand services throughout northwest Illinois.  Under the Jesse White administration, the Illinois Secretary of State’s Office has undergone one of the most extensive ethical and functional conversions in Illinois government history.

In 2007, Marty dedicated himself to bettering northwest Illinois through elected office.  As a candidate for the Illinois State Senate in 2008, Marty ran an aggressive and issue oriented campaign centered on economic development.  Despite defeat in the highly spirited and well coordinated campaign, Marty continued pursuing economic development in northwest Illinois.

After drafting legislation to create the Upper Mississippi River International Port District, Marty secured a chief legislative sponsor, Senator Mike Jacobs (Moline) and worked with leadership in the House and Senate to stress the importance and potential of the project.  The bill, SB 1784, was signed into law by Governor Pat Quinn, on August 24, 2009.

His government affairs and public policy experience includes tenures with Illinois Speaker Michael Madigan, the State Medical Society of Wisconsin, Washington Governor Mike Lowry, the Washington State Department of Labor and Industries and Illinois Secretary of State Jesse White.  Marty helped form the consulting group, Great River International (GRI), to continue and expand the promotion of northwest Illinois to the regional, national and international business communities.

Born in Galena and a graduate of Durand High School, Marty advocates volunteerism and has been a strong supporter of the American Red Cross, having served as the board chair, volunteered in Mississippi for Hurricane Katrina relief efforts, and now serves as the volunteer Government Relations Manager for the Northwest Illinois Chapter of the American Red Cross.   He is a member of the Galena Lions, the Dubuque Chamber of Commerce (Ballroom By Jennifer), and the Knights of Columbus.

Warren Jackman is a Port Authority Development Specialist with Great River International having experience in National and International Development and Financing; Foreign Trade Zone development and operation; Inland Waterways; and Great Lakes and International Projects.

Warren’s Maritime career began with service aboard commercial vessels trading world-wide as a Cadet-Midshipman (U.S.N.R.), Third-Officer and First-Officer (Lt. jg. U.S. N.R.).  This practical sea experience was followed by over 50 years of private practice as an Admiralty Lawyer including a senior partnership in the International Law Firm of Bradley, Eaton, Jackman and McGovern in Chicago, Illinois.

His Private Law Practice included appearances in significant Maritime Cases in the United States Supreme Court, Federal Courts of Appeal and Federal Trial Courts nationwide as well as litigation in foreign countries.

He has represented and served on Board of Directors of major international shipping companies, including their terminal, stevedoring, warehousing, and property development projects, both in the United States, and overseas.  He has participated as a Principal in national and international industrial and commercial property development and financing as well as water, rail, and air transportation operations.

Warren earned a B.S. in Nautical Science from the United States Merchant Marine Academy, Kings Point, New York; a B.S. in Engineering-Law from Purdue University, West Lafayette, Indiana; and a Doctor of Jurisprudence from Indiana University School of Law in Bloomington, Indiana.

Warren has an extensive Professional and Industry Association background including:

   Waterways.
•  Great Lakes Commission – Commissioner for the State of Illinois appointed by the
   Governor of Illinois.
•  Port of Chicago – Special Advisor in port unification, funding and international trade.
•  Standing Committee on Admiralty and Maritime Law of the American Bar Association
   (one of seven members appointed nationwide).
•  Chairman – Committee on Admiralty Rules for the United States District Courts, Northern
   District of Illinois.
•  Lecture Faculty – Admiralty Law – Northwestern University School of Law.
•  Lecture Program Member – Admiralty Law – Tulane University, New Orleans; Canadian

•  General Counsel – InterBanx Southwest, Inc., Chicago, Illinois – an Export Trading
   Company established by a bank holding company to engage in world-wide projects.
•  One of the Founders and First Chairman of the Riverport Railroad, LLC, a registered Short-
   Line Railroad operating at the former Savanna Army Depot located on the Mississippi River,
   Savanna, Illinois.
